The report examines hate crimes against Jews in Europe. As well as documenting the available information on hate crimes for 2002 and 2003, the report addresses the quality of reporting and monitoring from police agencies and independent bodies. Steps for improvement in information gathering are recommended on a country by country basis. The response of governments to antisemitic incidents and areas for possible improvement on both the legislative and policy levels are also considered in substantial detail.
